the Minister of Culture of the Consulat of Surland

The 6th december 2015 a Minister of Culture have been appointed by the Consulat of Surland : Mr Cerazy Ostrowski

His first work has to write a statement about the Culture and what his the culture. this statement will be the refererence his minister.

CULTURE FREEDOM ACT Culture is a common good of citizens. Just as history, science, and language. The cultural environment is equally important for the development of civilization as the environment, and we can, and even should, be able to shape it freely and without restriction.

Appropriation of culture by groups arrogating the right to manage its goods and reap the profit, is an extreme distortion of the concept of "access to culture". This is an attempt to make a banal subject of trade out of the common good, and for that nobody can claim the right. Even the author of the work, who is always only a link in an infinite sequence of acts resulting from each other and interconnected achievements of human hands and mind.

Therefore there is a need of a new definition of culture and its emanations. What is needed, is a new approach to heritage.

Culture is a series of civic accomplishments, which are restless emanations, and therefore they are situated beyond the realm of the necessary survival. Emanation of culture may take form of a physical object, a message (spoken or written), a visible or audible message, recorded by any method or taking place in real time.

Cultural heritage is an open chain of events and materializations, based on mutual interpenetration of inspiration and expression contained in cultural property, irrespective of time or place of their occurrence. This means that penetration of inspirations and expressions contained in the goods of culture is inevitable, even if the results are distant in time and space.

The basis of a cultural language (spoken or written) is the alphabet, which is free and universal. If the right to this basic ingredient is universal and free, so are the accomplishments resulting from its use and development, based on heritage.

The same seems to be true for colors and shapes, which are the basis of visual language, or sounds for musical language.

This does not constitute the abrasion of author's rights to his work. The work is an unquestionable property of the author. Only he has the right to his original work. Nobody has the right to assign himself the work of someone else. However everyone has the right to cite it, interpret it, paraphrase it, or creatively develop it. Only then culture will be truly free and universal. Only then it will be really common, clear and publicly available. Consulat of Surland Ministry of Culture
